Can a restaurant that's been open 16 months really be called a "top newcomer"? According to Zagat it can. The restaurant guide just released its "top up-and-coming restaurants in America" list and Xoco, which opened in September of 2009, is hailed as the top newcomer, while Les Nomades, in Tim Zagat's mind, is the No. 1 restaurant in Chicago.
